A new Stanford report is putting numbers behind a problem that has become increasingly visible across the AI industry: the people building artificial intelligence are far more optimistic about it than the people expected to live with its consequences. Released on April 13, Stanford’s 2026 AI Index says AI is advancing rapidly across business and society, but public trust, regulatory confidence, and comfort with the technology are not keeping pace.
The report’s core warning is not that AI progress has stalled. It is that the governance, oversight, and public understanding needed to manage that progress are falling behind. Stanford says this year’s findings reveal a widening gap between what AI can do and how prepared institutions and societies are to handle it, especially as the technology spreads deeper into work, healthcare, and economic systems.
One of the clearest gaps in the report comes from Pew Research data comparing AI experts with the broader U.S. public. According to that research, 56% of AI experts believe AI will have a positive effect on the United States over the next 20 years. Among the general public, only 17% say the same. Pew also found that just 10% of Americans say they feel more excited than concerned about AI’s growing use in daily life.
That divide becomes even more pronounced when the conversation turns to real-world impact. Stanford’s report, as highlighted by TechCrunch, shows that experts are consistently more positive than the public about AI’s influence on medical care, jobs, and the economy. In healthcare, 84% of experts expect a mostly positive effect over the next two decades, compared with 44% of the public. On jobs, 73% of experts are positive, versus 23% of Americans. On the economy, the split is 69% to 21%.
Those numbers help explain why the AI industry’s internal conversation often feels disconnected from public concerns. While many executives and researchers remain focused on model capability, long-term AI risk, and competitive pressure, the public response is shaped much more directly by fears around layoffs, rising costs, institutional distrust, and everyday disruption. That is increasingly where the political and social friction around AI is coming from.
The report suggests that public skepticism around AI is not primarily being driven by abstract fears of superintelligence. Instead, it is tied to more immediate concerns about labor, economic security, and whether governments can keep powerful companies in check. Pew found that nearly two-thirds of Americans, or 64%, believe AI will lead to fewer jobs over the next 20 years.
Trust in government regulation is also weak. TechCrunch, citing data summarized in the Stanford report, says the U.S. recorded the lowest confidence among surveyed countries in its government’s ability to regulate AI responsibly, at 31%, while Singapore ranked highest at 81%. Another data point cited in the report found that 41% of respondents said federal AI regulation would not go far enough, compared with 27% who said it would go too far.
That matters because AI is no longer being treated as just another software cycle. It is increasingly tied to questions about labor markets, public infrastructure, education, healthcare, and energy demand. Stanford’s broader framing is that AI’s integration into the economy is accelerating, but the systems required to evaluate and govern that shift are not developing at the same speed.
The report does not suggest that the public has rejected AI outright. In fact, one of its more notable findings is that acceptance and anxiety are rising at the same time. According to Ipsos data cited by Stanford, the global share of people who believe AI products and services offer more benefits than drawbacks increased from 55% in 2024 to 59% in 2025. But during the same period, the share of people who said AI makes them nervous also rose from 50% to 52%.
That contradiction is becoming central to the AI market. People are adopting AI tools, using them at work, and seeing practical value in them. But that growing usage is not automatically translating into trust. The data suggests many people now view AI as both useful and unsettling, productive and destabilizing.
For AI companies, the Stanford findings amount to more than a perception problem. They point to a legitimacy problem. If the sector continues to frame AI mainly around innovation speed, model benchmarks, and product rollout while the public remains focused on jobs, affordability, and accountability, the gap between adoption and acceptance could widen further.
That could shape the next stage of the AI economy. Consumer experimentation may continue, but broader political resistance, regulatory pressure, and cultural backlash are more likely if people feel the technology is being imposed on them rather than governed in their interest. Stanford’s message is that AI’s future will not be determined only by what the technology can do. It will also depend on whether institutions can make the public believe that its benefits, risks, and costs are being managed fairly.
